Shanghai Implements New I/E Goods Inspection Model at Yangshan Port
The Shanghai inspection and quarantine bureau has implemented a series of new measures at Yangshan port aimed at improving work efficiency and expediting customs clearance. They are as follows:

Expand the service scope of the Yangshan inspection and quarantine bureau to provide one-stop service for customs clearance.
(1) Declarations for all goods and vessels entering Yangshan can be made at the Yangshan bureau, replacing the old practice that declarations of designated goods must be made with designated bodies.
(2) The shipping and transportation office will also handle declarations of vessels. As for goods in special zones under customs supervision and goods imported for the municipal government's key projects, they can be declared at other organisations and released by the Yangshan bureau.
(3) Efforts would be made to process all inspection and quarantine procedures at the port in one go.

Standardise and centralise inspection procedures at the port, ensure that inspection zones' locations and functions are properly distributed, speed up workflow and reduce workload while maintaining close supervision over work processes.
(1) All inspection points for imported goods and containers are located within the bonded port zone next to the customs inspection point to minimise the need to move the goods and accelerate customs clearance.
(2) Inspection points and related services are appropriately located to tie in with the port's various function zones.
1) Gangdao inspection point: sterilisation of containers, quarantine for empty containers, advance quarantine of goods not yet declared, inspection of imported wastes (not yet implemented).
2) Customs inspection zone: inspection and quarantine of loaded containers and other goods (including cargoes on sea-rail intermodal transport) entering the port.
3) Luchaogang ancillary operation zone: quarantine and inspection of goods and containers leaving the port; quarantine, inspection and supervision of consolidated containerised goods.
4) Stocking yard for dangerous goods: quarantine, inspection and supervision of containers containing dangerous goods.

Implement measures relating to quarantine and inspection at bonded zones.
(1) Non-imported goods entering the port: only quarantine is carried out and inspection is waived.
(2) Short-term storage for goods in transit: for goods properly packed, quarantine is conducted on the packaging only but may be sterilised if necessary. The goods will be put under supervision but will not be inspected when they exit from the port.
(3) Goods are allowed entry upon presentation of the relevant certificates. When they exit from the zone, inspection will be waived if their inspection results are still valid.
(4) For the re-export of goods processed within the zone, inspection and quarantine certificates have to be presented. Goods certificates are also inspected, but compulsory certification is waived.
